I have great interest in ensuring that foreign investment in the United States does not jeopardize our national security or the stability of our financial markets. In order to achieve these goals, I believe it is necessary that U.S. laws, regulations, and policies respond to the ever-changing range of investment vehicles used by foreign investors.
I have participated in hearings of the Senate Banking Committee, Joint Economic Committee, and the U.S.-China Economic & Security Commission to explore the economic and national security implications of “sovereign wealth funds”—funds invested by foreign governments, not private investors. Because governments may make investment decisions differently than private investors, we must ensure that our nation is protected from politically motivated investments that may cause us harm.
I will work to see that Congress continues to monitor these investments and conducts proper oversight of the Committee on Foreign Investment in the United States (CFIUS), the executive body that examines the national security implications of foreign investment.
